Because too many sheep believed Trump when he said that foreign countries pay the tariffs for goods they export to the U.S.

They don't! The importer in the United States does - and then either eats the cost or passes it onto the consumer who buys his or her products.

Of course this makes people and businesses in the US cop the direct hit which flows into US tax revenue coffers which then flows into Donald Trump's own personal wealth pile.
