Complicit in what and to what extent?
At this point, the entire GOP is almost a criminal enterprise, and you could make a case for even voting for Trump as an overt act in furtherance of a conspiracy, but even without voters, prosecuting everyone paid or promised to be paid by him or the GOP to further him is impractical.
My gut says people who were knowingly complicit should be held responsible, but that's just not feasible or really desirable to even attempt, and if you look at the polls, the bigger number of voters who know their voting to further crimes, and have metaphorically cut a deal with the devil is at least in the 10s of millions, and most likely at least a third of the country and enough people to put Trump in office of other turnout is low or even average.
My head says not only should that not be done, but even considering it is bad news for the country and no better than the fascist style retribution Trump has been crowing about. And it's arguably even worse to talk about it now, because it'll fuel their fear and hatred.
A part of me really wants to raise my hand, but the thinking part doesn't.
