The safe bet is that he was lying.

He conspired with seven different groups in seven different states to gather fake electors who signed fake documents. That's the only seven I know of. Charges relating to fake electors have been filed in Georgia; maybe he knows of investigations in three other fake elector states? That's the best I can do to get to seven.

Probably lying for sympathy. He also may just be too stupid to know what all his charges mean. And he could also be admitting to crimes he hasn't been caught doing yet.
