This is a conservative opinion piece, not news. The logic used would make a pretzel jealous. The gist is that the Presidential Records Act governs the handling of presidential records and supercedes all other laws. They even quote the PRA as follows:
Note that the PRA as cited in the article, and the Act itself, says the ARCHIVIST has responsibility for the custody and control of records. Not Trump. Not anyone else. And the ARCHIVIST asked for the records in accordance with the Act, and Trump refused to give them to the National Archives, as clearly required by law. He is obviously guilty of withholding the records illegally, making the case against him a slam dunk.
The PRA became effective in 1981, at the start of Ronald Reagan’s presidency. It established a unique statutory scheme, balancing the needs of the government, former presidents and history. The law declares presidential records to be public property and provides that “the Archivist of the United States shall assume responsibility for the custody, control, and preservation of, and access to, the Presidential records.”

@windinhishair And the letter of 10 May from the acting Archivist of the US actually deals with Trump's claim of privilege.
