I don't know about fascist but he certainly is the definition of a demagogue.
He may not actively massacre his own population like Stalin but everyone is expendable unless they're useful to his cause, from refugee children to Covid patients.
No lie is too big, including sending your stooges out to say photographic evidence shouldn't be believed and journalists are the enemy of the people.
