Why does people always talk about Obama that he is the black president?

Is it just me, I feel like half black half white people always just get labeled as black, even though they're just as black as they are white.

In the U.S. there’s the "1 drop" rule that makes any person with a minimum amount of black blood legally black.
Those have been the rules of this country for centuries, even before Obama was born.
