@fanuc2013 It is not, because it is not a financial investment. It is a social contract between the people and their government to provide through taxation a security net to the most vulnerable members of society. The funding basis is very clear. Those who attempt to remove it without democratic consent are the true fraudsters.
We should all be glad improper payments are being looked into, yes, the system is in trouble, and ending improper payments is just one step in getting the system back on firm financial footing. And, don't forget, several times under different Presidents, starting with JFK, Congress "borrowed" money from SS, and has neglected to pay it back!
