"Causing fear of violence", absolutely anything could be interpreted as "causing" anything you want, when it's convenient. I live in the UK, and the state is absolutely insidious in their vague legislative wording that can be applied to anything convenient to a politician at any time.

Libel is very simple. If you publish lies about someone they are entitled to make a civil claim for damages through the courts. If you ignore the ruling of the court and continue to repeat those lies, you have committed a criminal offence and may be jailed. This has been established practice for centuries.
Politicians make laws, judges interpret and enact them. The two branches are entirely independent of one another.

@SunshineGirl The contempt of court laws are absolutely ridiculous and yes, the UK voters should push for the removal of such horrible, vague, destructive legislations. Contempt of court in the UK is very different to libel.
