Molly, you need to do your homework. The Second Amendment says" A well regulated militia being necessary to the security of a free state, the right of the People to keep and bear arms shall not be infringed." James Madison, the one who drafted it, said that a militia is all citizens of the country (actually he said all male citizens). The well regulated part refers to the usage of that word in that era, and means as it was written to be skilled or practiced.
