I Support Better Gun Control Laws

Why did Gov. Scott say he was shocked something like this would happen in his state? It's the 15th mass shooting in FL this year alone.

Actually the second amendment talks about a well regulated militia being necessary, and then says that "the right of the people to keep and bear arms shall not be infringed."
