Why did Gov. Scott say he was shocked something like this would happen in his state? It's the 15th mass shooting in FL this year alone.

@PP I can't give you the list -you'll have to look that up yourself but "GVA uses the FBI definition of a mass shooting, which is defined as a single event where four or more people are shot (not necessarily killed) and does not include the shooter in the tally."
