IM5688 Your claim is that laws have no deterrent value. This is false. Laws have deterrent value when there is a significant chance of being caught. That is why we also need to register and license guns, and record their sales. If guns are traceable, then illegal sales are easy to detect, and will be deterred.
Perhaps you are unaware that in 1986, Congress passed a ban on the ATF ever having a so-called federal gun registry or any kind of electronic database of firearms. As a result, it now takes an average of two weeks (and many person-hours of work) to trace the sale of a single gun. This system needs to be replaced with modern electronic records.
