Ask Congress.
President Obama attempted to push the following gun control legislation:
1. Limit the size of gun magazines.
2. Expand background checks of gun owners
3. Ban gun sales to those on the terrorism watch list
All failed in Congress. Curiously enough, this is exactly what the current Administration wanted to propose, before the NRA met with Trump, and told him that he's going to be fired if he proceeds. Today, specifically, he's in Dallas cheering the NRA on.
