Firearms Refresher Course, as simple as this:

Yep. That pretty much covers it. I think we should copy Switzerland, but I also think that people should undergo some psychological screening. I think the compulsory service would sort that out though.

Concur Puck. My thoughts exactly. I believe that every American should be required to perform a minimum of two years of national service and that they should not be allowed to leave national service until they can pass tests for written and spoken English, American History, and Civics at the 10th grade level or higher.
Any person failing to satisfactorily complete their national service would not be allowed to vote, drive, own a firearm, or receive any kind of Government benefit or assistance except emergency medical care.
I bet there would be a lot fewer problems in this country if such a plan were implemented.
