Would work on a better constitution first.
You'll get nowhere without a proper and working judicial system, voted by the people. Not by the executive branch or by representation.
No, the USA isn't perfect. Yet at least local judges are voted by the people most of the time. It's should be all the time on all levels, here as well.
The government officials can make all the laws they wish. Yet without a working judicial system and enforcement system, no law can work. 🤷🏻♂
BTW Yes I looked up that the Philippines has judge's by judicial appointments. It shouldn't be in a democracy!
It's the difference between a Republic and a democracy.

@DeWayfarer The US justice is a complete farce, corrupt at every level. Trump has completely destroyed the country.

@independentone I'll admit Trump has destroyed the representation part of the judicial system. Specifically the federal justice system. He appoints them himself! It's not even representative. Much less democratic.
He can't on the local level though. And the issue being talked about is a local issue.
Highways are local. When you even control local issues, you truly have a dictatorship.

I thought your country banned the death penalty in 2006 through Republic Act No. 9346, following an earlier constitutional ban in 1987, because the government recognized it as a violation of human rights and international law !?

I hate to say this but Du30 fans are divided and is being said that though he became the most popular President in Philippine History. Lots of things are being exposed about his shady side. There are so many names linked to him and actually involved in Drugs during his tenure as President and as Mayor of Davao. His charisma undoubtedly reached the big population of the country. But after his term as the President there were people who saw the story behind his power and charisma. His War on Drug wasn't actually effective. There were no Big fish that ever put to trial nor put to jail. Drug Lords with International connections were one of his Economic Adviser who was a Chinese. He killed both innocents and drug addicts and pushers. On the other side people were afraid of his Iron hand. It was what the Philippines needed. Unlike Bongbong who has a weak character, and said to be manipulated by his cabinets. And much more. There is one site https://www.rappler.com/ that's been exposing anomalies in Philippines since Marcos Sr. even before social media was a thing. As for the present Admin here is the page pgmn_official that exposes the Marcos cabinets and members as well as the Highest Executive of the land. Only most of these are done both in English and Tagalog, but I'm sure you'll have the gist of what's being talked. It's interesting these Journalist and Public figures have their own say/platform on socmed, and Pilipinos are getting educated, and exposed to a more dipper issues more than Loyalty/patriotism and fame.
Sara is another story, and I will not vote for her. She might be a Duterte, but that's all she has. She uses her father's issue being detained unlawfully, her issue with Bongbong Administration, and yet she has issues of malversation herself. Her bank accounts is yet to be shown in public, and everything will be exposed. In her trial, she hasn't attended her own Trial, avoids explaining but always accuse the office of the President as corrupt. She throws back issues to slow down what's being said about her. That's political survival as quoted by people. It's a no brainer Both parties are in hot water, but we'll see how this closes up nearing the 2028 election for Sarah Duterte. She might have done good in Davao, but overall, as VP, having the 2nd highest position in the country? There are more personalities in political world who deserves the position. Watch for the Presidential Debate. And you will find out how her intellect goes both for local and international issues.
As for Bongbong, a lot of people are dismayed buy the Flood Control Anomaly under his watch, but this scandal has been going on since Duterte Admin. It has been proven by Docs and testimonies.
So what can we expect?
