The problem was, that people were leaving Quebec because of the Separatist movement in the 1970s. Their Provincial population got so low that entire neighborhoods were totally vacant as Quebec residents moved to English-speaking Provinces. Quebec in the 1970s was a totally French-speaking Province. In fact, their fascist Quebec government made it illegal to post any sign in Quebec with English writing on it.
