Have they been kept secret until now? If so, it may be unfair to blame the civil-servants for doing what they were ordered to do.

We've a parallel in the UK, with rumblings about the way successive governments have tried to suppress knowledge of the long-term health effects of the 1950s nuclear-weapon tests on Services personnel ordered to "witness" them.
