If you want to reduce government spending, go to the head of each department and offer them a bonus of 5 percent of every dollar cut from the budget. Watch how fast cost get cut.

This would work well if you were doing the cutting.... However, bureaucrats have no sense about what has value and what doesn't. They don't invest themselves into their work, they simply do the least work to get a project out of their way so they can go for a longer smoke break.
