What is beyond being civilized?

If being civilized means that the rich and powerful can avoid the rule of law and mistreat the poor then it is flawed. There must be something better. Anarchy (or at least a competing civilization) brought down the Roman empire. We appear to be in transition to a failing civilizations based on dictatorships that is protected by a corrupt government and high tech criminal justice system. What kind of mental gymnastics would an AI have to go through to simulate and support this way of life? It appears to be acceptable for one man to send thousands of people to their deaths every day for no good reason. Its ok for companies to profit off of peoples work and let them die instead of helping them like they said they would. Countries brandishing thousands of nuclear tipped missiles and border patrol gangs just so that invisible lines are not crossed and a few individuals' wealth or sovereignty are not lost. Does controling people's lives so as to push the agendas outlined in competing bronze age fictional documents make sense? This is being civilized?! To me it's animal husbandry run amok.
They call it the "rules based order", I think it means America and NATO order you around and make the rules.
