First - abolish the BLM. They are making a mess out of the Federal Lands, and their listening to only certain interests, such as the cattle barons. At the very least, you need to abolish the millions of dollars being spent on rounding up the wild horses and burrows, which, according to law, are protected, yet, they put them in holding pens and/or send them to slaughter. The roundups cost many millions each, AND the cost to house the horses they round up cost us many more millions every year. In contract, doing some darts with birth control would only cost a small amount of money. Second: - you need to abolish ALL money given to any university, or contractor that engages in animals testing or any kind. Millions are spent to torture and kill dogs, cats, mice, monkeys, on outdated 'tests' or for completely ridiculous research that does nothing. This also includes the millions being sent to 'research facilities' in russia and yes, china. After all, this was what led to the wonderful covid outbreak. Lastly, Make the fed release all animals held in these facilities, as well as the breeding facilities that fueled them, to be adopted into a loving home.

@Lizfj the BLM exists to manage lands nobody wanted through homestead acts. I din’t think you can abolish it, but you can restructure how it is managed.

@Lizfj I'm 50/50 on BLM land. There is definitely some good. It's public land with few restrictions but that's also the downside. Mining is a big part of their budget but at least they try and do it responsibly unlike what goes down on private land. And in no way am I good with horse/donkey roundups. I don't buy the "ecological balance" line. It's the same one used for hunting and fishing and it's bullshit. Nature finds its own way. Less food...less animals.
