Nah, it's just that for decades the main DNC ethos has been securing rights the GOP has risked limitiing and opposing bad GOP policy. Without having any concrete goals or real platforms of it's own. There's not much to get behind or believe in with the current DNC, it's main platform isn't really about much. It has skated by for so long on not actually standing or anything, just not standing for "that". It makes for an understandibly apathetic voter base.

@MethDozer Spot on. Illustrated perfectly with the 2020 election, which consisted almost entirely of "not Trump". The GOP is much better at coming up with a coherent message that people can feel passionate about.

@SW-User Yeah it's basically that friend or lover who asks "what's kind of pizza?" and when the group makes suggestions, keeps replying " no not that". For awhile the people who don't want same old pepperoni side with them, but eventually they just give up and go along with the same old pepperoni crowd so they can at least have pizza, even if it isn't the pizza they actually want.
