However he committed the act after he was no longer in government employ . He certainly violated his nondisclosure statement but it's not a criminal act . As an attorney he is in great danger of being disbarred for his misdeeds , which is a civil act

It's no coincidence that Comey, an attorney himself, gave it to his friend, a law professor at Columbia University, to send to a reporter.

I'm not sure why it's so difficult to understand, that it's not about what investigation the President can or cannot terminate, it's about independence of the FBI. This is what Comey is trying to expose. An attempt by the President to turn the office of Directory of the FBI, into his submissive and have us slide closer to a dictatorship.
