One problem he'll face is fierce resistance from states. He has proposed doing away with the exemption for state and local taxes paid, which allows taxpayers to deduct these lower taxes from their total federal bill. States and cities love it, as do the taxpayers who use it, so they'll lobby in Washington to keep it.
