If North Korea offered to open their borders if TRUMP was surrendered, would we?

Suppose Kim Jong-un makes a declaration, and backs it up in some fashion that cannot be disputed, and he says he will open North and South Korean borders, and peacefully reunite the country, and he will eliminate his Nuclear arms program entirely if TRUMP was surrendered to him.

Would America do that?
