Trump promised to spend $1trillion to improve US infrastructure...but his proposed budget cuts funding for the Department of Transportation by 13%. Why's that?

I don't know if he is insane or a genius. (I'm not a T) Seems like a lot of people are being questioned (Gov. depts., Big Business, Politicians, the media, disinformation, alternative facts, other countries) Everyone explaining who they are and what they do and why.

Oh yeah, how insulting is that Health Care "program"(?) for ALL the people ?
