It's a system of government where the government controls the production and distribution of goods and services. It's not done by competition from the private sector.

Or, more simply put, the citizenry aspires to be incredibly average if the government so allows

@OggggO: I'm not really describing anything other than my distinction of the structure of socialistic government versus democratic socialism- where the private sector owns the means of production or the people are ok with national products like health care, and capitalism is basically the economic system where production of goods and services is at the design of the private sector. Profit is for individuals, not the community.

Russia, wasn't really socialist. They were communist. The best examples of socialism are probably the Scandinavian countries in Northern Europe which are social democracies.

@Adogslife: I'm aware Russia wasn't socialist. However, in socialism, the workers own the means of production, not the state. There's still competition, there's still excellence, and in some forms, there's even still profit.

@OggggO: There are many kinds of socialism, so no one definition can apply to all of them; however, in all types, the workers own the means of production. The major differences between the different varieties are the role of the free market or planning, how the means of production are controlled, the role of management of workers and the government's role in the economy.

Simplified, it can be a government or collective that owns the means of production. They produce for their group - collective or country.

Regardless of type, socialism is generally accepted by its community. That's a huge distinction between it and it's more dictatorial brother, communism.
