What's the matter with a giant restroom for everyone containing a lot of lockable floor to ceiling stalls, sinks and mirrors, automatic soap and automatic water and paper towels an outward pushing door or doors and two attendants male and female with appropriate training. Not every establishments has to have one. They can be conveniently located and available to all with hourly cleaning.

@Oconnor: TYVM in addition it should provide all wifh cleaner nice restrooms. Notice with the auto soap and soap paper towels and outward opening doors I've minimized exiting with more germs than when entering. There could also be video displays with paid advertising. I like your jobs angle I hadn't considered that. Great idea!
