Should publicly exposing illegal activity be a criminal offence?

Without whistle-blowers (I refuse to use the term 'leaker') there would be a lot more corruption. Edward Snowden and Chelsea Manning have paid a tremendous price for doing the right thing. What Michael Flynn did was illegal as well as being a major conflict of interests. It deserved to be exposed.

No, we have a right to know when our officials are doing something illegal. I don't believe though the common person should get classified military information, that needs to stay secret but illegal actions should be exposed

But what if the classified information concerns illegal activity?

Some things are classified for the right reasons but some for the wrong reasons.
