Will the US have a plan to defeat ISIS soon?

I recall reading that, by the 20th, we're supposed to have a complete plan to defeat ISIS. Is this true or am I remembering incorrectly?

You are remembering correctly. Although, last year he said he already had a foolproof plan for defeating ISIS. I guess that didn't work out.
