Will the US have a plan to defeat ISIS soon?

I recall reading that, by the 20th, we're supposed to have a complete plan to defeat ISIS. Is this true or am I remembering incorrectly?

Congress needs to figure out who's going to get the credit first, then spend millions on a study. Then reevaluate who's going tie get the credit.
By the time they figure it out there will be more terrorist groups to find.
