Rather than average he was subtle. His foreign policy was based on arming local 'rebels', instead of sending troops, the same destruction there was with Bush but no coffins going to America.
His inside policy was showing too much understanding for the victimism of minorities to broaden the social fracture.Subtle but very destructive again.

He did a stimulus program which the Republicans would not have done and Obamacare was a step forward. I agree with the criticism on foreign policy but the victimisation of minorities was so subtle that it amounts to nothing IMO.
If you compare him to FDR, he was a disaster but if you compare him to Trump or Bush he was much better.

And his policy ended up blowing up in his face when the arms simply went to the US's enemies. The man was a dolt from the get go and only got worse.

@Cierzo: Reagan was an enigma. He started the star wars program but then signed the non-proliferation treaty, for which he deserves tremendous credit.
