@ElwoodBlues He can veto • Bills and Joint Resolutions: Any entire bill or joint resolution passed by Congress must be presented to the president before it can become law.

The caveat is: "All-or-Nothing" Rule. He must veto the entire bill or resolution, so Congress can pressure enough of the GOP agenda to overcome a veto. But yes, he can't veto an impeachment of Hegseth, for instance.
