It's not the first time - he did it in his first time and then pay them so maybe that's why they probably voted for him again knowing he's going to do the same thing and get their money anyway less / no work still get paid.

@badminton I’m pretty sympathetic to the small farmers. They’re a small minority that is frequently overlooked and forgotten. Their’s is a barely subsisting existence—the perfect target for an amoral con man and pathological liar like Demented Donnie.
