It's the same multi-billion dollar Venezuelan-style financial incentive plan to entice the IRGC command into agreeing to U.S. terms. The IRGC heavily rejected the notion of any secret cooperation, publicly stating that Trump's claims of a direct channel were "delusions".

Given that the two nations are so far apart ideologically, and the IRGC is so fanatically loyal to its country and ideology, it's hard to imagine any such bribe attempt or hidden co-operation working.
