No nation - including China, the USA and New Zealand - owns any of the seas beyond its territorial limits.
So the USA cannot "claim the Western Hemisphere". Nor can China claim the Pacific and Indian Oceans despite its attempts to do so by taking over small islands as its territory.
(Western Hemisphere? West of what? A "hemisphere" subtends 180º longitude, so from which meridien, in which direction?)
So your second paragraph is simply wrong, whatever Washington and Beijing might try to claim..

@sree251 It was one of two or three reasons he gave, I agree, but how sincerely I can't say. After all , he boasted about having already "obliterated" the country's nuclear abilities.
He also claimed intending to destroy the regime to help the Iranian people. If anything he's strengthened it, though the state and whereabouts of its new Supreme Leader is still unknown. Perhaps he was so badly injured he's still in hospital, or at least convalescing at home.

@sree251 Taken that way the argument appears to be New Zealand having the gall to object to a Chinese military test in waters the USA claims as its own. Is that what you mean?
The Chinese should test its missiles, if at all, in its own territorial water, and it can't complain if others object when it does not.
I don't know the gist of the New Zealand objection. Was the test close enough to that country to seem provocative?
New Zealand cannot possibly be described as imperialist, America is more hegemonist than imperialist; but China is both.
