Why is it that pretty much all forms of race hatred are tolerated by governments to a greater or lesser extent...except for Anti-Semitism?

You've got it backwards. Speaking for the US, any politician who openly recommended overt discrimination against any racial or religious group would find themselves speaking to a small minority. But antisemitism is fine as long as it's expressed as "antizionism."
