Besset says: Yes, we allowed Iran to ship as much as Russia wants.

Yet Russia gets a whole lot of Iranian oil through the Caspian sea, if not stopped by the IAF. To ship through the strait to Russia wouldn't make any sense with the Caspian sea right there.
