Actually, there's some truth to that. To negotiate with an adversary, the first thing you need to do is establish trust. And Obama established and maintained trust when he made the 2015 JCPOA nuclear agreement with Iran and as international nuclear inspectors came to Iran.

Whereas tRump used negotiations as a camouflage for his surprise attack on Iran, thereby destroying all trust with Iran. And our NATO allies don't trust tRump enough to assist in the Strait of Hormuz. It will be hard for anyone to clean up the newest mess tRump has made.
