This is unfortunately quite simplistic.
For one you absolutely can blockade the raw materials required and limit access to industrial parts.
Solar in particular is unfortunately very fragile too.
The only reason it hasn't been targeted is no nation relies on this technology as their primary power generation method.
The reality is that would change if it becomes the primary power generation system and attacking it would be strategically relevant.
It is a sad reality.
