That isn't Trump's goal though. He is insane enough to want Cuba at least as a territory.

There's nothing in it for Cuba to be like the Puerto Rico. A territory without any economic benefits.

If Trump really was a expansionist. Both the Puerto Rico and Guam would be reconsidered as states.

The same situation is what Trump wants with Greenland and Canada. He wants them as territories not as states
