He's wearing a baseball cap, because he wants to sell the illusion that he's a patriot, and those who disagree with him are not.

@Vin53 My thoughts are for the dead and the bereaved. They wanted no publicity, didn't they? Certainly not politicians parading election slogans as a photo-opportunity.
I think normal protocol for civilian dignitaries at such events, is to be bare-headed, and not try to salute. A cap and salute is for military officers in uniform.
