I see two possibilities here. Either it was blue on blue. Which is possible in any conflict. The US accidentally shot down some British planes during the Iraq no fly zones back in the day.
The other possibility is Kuwait took credit for this mess so that they don't have to admit the enemy shot them down.
And considering the Kuwaiti air defense has done such a poor job shooting anything else down it is also possible.
We will likely find out 30 years from now like some of the shit that came out over the wars in Yugoslavia.
