Probably because in the 1930s more Whites were in what they determined as poverty.

Significantly less Hispanic population. Us censor showed back then 1.4 to 1.6 Hispanics lived in the US in the 1930s...... Over 68 million census report live in the US as of now.


Very few Blacks benefited benefited from the New deal - Blacks were still denied most rights.

As it is today with information so readily at hand the US would have to include Hispanics and Blacks.

Diversion??? Not sure how are you are actually using the word. Or am I missing something?

The New Deal was created in the mid 1930's and it only served whites. And definitely did not do anything about inequality or poverty among any other ethnic groups.
