@Roundandroundwego Infrastructure is both a state and a federal responsibility. It's not just up to the individual state. Especially when federal funding was completely cut off.
Trump would of course say that it's only a state responsibility. Yet Trump needs that money for his war machine and police state.
BTW The Potomac River is clear across the continent from Hawaii.
The stench is near Trump's neighborhood.

@DeWayfarer Honolulu is responsible as a city for its infrastructure. It's not poor, just very stingy. Most people there think it's okay to dump into the ocean. The ocean is big. The failures are national. The excuses are, too! Passing the Buck, being too balkanized for social responsibility! You're on it - you have all the right excuses.

@Roundandroundwego I don't know much about Hawaii in general. Yet in California there are state laws against just that, much less county and city laws.
Heck there's laws against it even in Texas, yet they often don't get enforced in Texas.
I knew someone that was operating their own unlicensed private landfill in one part of Texas. No one can tell on 80 acres.
Septic systems are never monitored either in Texas on the county or state levels
