Does Trump have the power to do that? The Gordie Howe International Bridge from Windsor to Detroit is fully funded and paid for by Canada. In his first term, Trump listed it as a priority infrastructure project and released a joint statement after a meeting with Canadian prime minister Justin Trudeau on February 13, 2017, reiterating support of the "expeditious completion" of the project. Now, Trump has a change of heart.

I don't know the law but can he do that? Is there anything to stop him simply ordering closure of the road on the American side?

I understand Mr. Trump has another motive: the tolls will go to Canada, as one would expect. The USA has not lost anything as it has not funded it, but profited by supplying steel and steel-erectors.

Though closing the road would have only a partial effect as there are alternative crossings, including another bridge whose private owner bitterly opposed this new one, as competition. It would only delay the GHIB's eventual use.

A new report from the New York Times says the billionaire owner of the Ambassador Bridge met with the White House hours before President Trump threatened to block the opening of a new publicly owned bridge between Detroit and Canada. Seems like Trump is using leverage in his art of the deal. He holds the cards as US President.
