Undocumented immigrants who commit crimes and are arrested by the local police are supposed to be turned over to the immigration authorities.

Americans and everybody else are not allowed to travel anywhere they please without a passport.

Concerning fraud, the higher-ups are involved that's why there are cover-ups and the elected leaders caught are not prosecuted if they go away.
