If “focus on our own problems” thought only appears when you’re asked to take a moral stance on foreign policy crimes,

then it is just evasion.

When you are genuinely focused on your own problems, you won’t be expending the resources, attention, and power required to cause havoc elsewhere. The two are strongly related...also focusing on not being a problem. That's a thing you know.

What you are doing is the worst of both worlds: neither meaningful attention and efforts in domestic problems nor any moral reckoning with foreign policy.

Passive, amoral and weak

The type to make that excuse is also the type to make excuses for domestic issues too. "No one cares, work harder" type.
