This occurred to me after others were claiming that previous military service makes them a professional.
Anyway to me if someone thinks they can put 3 rounds into a civilian, lie about it and believes they will get away with it to me that suggests someone who has already gotten away with it, not a first time incident. I know this is speculation but that is my read on that.
