Social security administrations / State administrations has always been looked at to determine if dead people are receiving checks. Because there are living people who know the person is dead, don't report it in order to continue to receive the checks, and are generally caught.
I have been around for decades and never heard it, from Kennedy to Johnson to Nixon to Ford to Carter To Reagan, to Clinton to the Bushes to Obama. Actually I shouldn't start at Kennedy but I was at an age to be knowledgeable, and I listen to Kennedy speak as did my parents, watched him and his brigade of cars going down the Gulf freeway in Houston to the airport to catch a plane to Dallas where he was assassinated, I cried ( oh but I drift).
Now in all honesty there may be a handful of people whose names of people who have died and slip through the system over the decades and checks were still being written for them but if they're dead who can cash them?
And the social security administration has admitted less than 1%.

Your comment was they are not the first to acknowledge social security checks are being mailed to dead people. Who is they we were speaking of administration government and your comment indicates past governments with an s.

What reports say is thousands abused FEMA lying on their applications and receiving assistance. And guess what people you refer to as living in what you call slums are not the only ones that do it - it's reports all over the country of people (non-slum) taking advantage of FEMA.
