The ICE agent who committed the murder, seems to be acting in a deliberate fashion to "flank" the mother of 3, so he could murder her, then, instead of rendering aid, he casually walk toward his team, and joins them in an SUV and then drive away from the scene, while the other agents on the scene, preventing a Physician from helping.
